Leadership & Staff

We understand the Bible to teach that every church member is responsible to care for every other church member (Hebrews 12:15). Through the sacrifice and righteousness of Jesus, we are all members of God’s family.

We also understand the Scriptures to teach that a healthy, local congregation is ordered and organized according to three “offices,” each with its own set of complementary responsibilities. These three offices include members, deacons, and pastors.

Members

All members are responsible for practicing the “one-another” commands of Scripture to all other members.

Deacons

Deacons have not only the privilege and responsibility in their scriptural duties as members but the additional responsibility to serve in specific tasks that help to preserve the unity of the church amid its glorious diversity.

Pastors

Pastors—also called elders—serve a local congregation as those who are primarily charged with leading and loving by equipping IBC members to serve one another, so the whole church matures in proclaiming and obeying the truth in love (Ephesians 4).

Robert BRIGGS

Born in Glasgow, Scotland, Robert attended Queen’s University, Belfast, in Northern Ireland, where he graduated with a Bachelor of Divinity in 1992. Before coming to serve as a staff pastor at IBC in 2003, Rob served as a pastor in Northern Ireland from 1992-2003.

Rob also serves as a board member of 20schemes, and as Chaplain to the Sacramento Republic FC.

Rob and Elaine married in 1992, and they have four children.

Steve MEISTER

A native Californian, Steve came to first believe the gospel in 1994 through the youth ministry of the local Baptist church. After serving as a leader and teacher in a church plant during his college years, Steve decided to forgo law school and studied at The Master’s Seminary (M.Div., 2007). Before beginning pastoral ministry in 2009, Steve served at Children’s Hunger Fund, where he developed and taught a curriculum to train church leaders in a biblical theology of compassion ministry.

Steve previously served as a pastor at another church in the Sacramento area, joining IBC as a staff pastor in 2014. He also serves on the board of the Bible Translation Fellowship.

Steve and Jenn enjoy life and ministry together in their home, their local church, and other opportunities the Lord provides for them to serve their community and the nations. They are the grateful parents of four children.

Chuck GREEN

Born in Chicago, Chuck came to California in 1961. He was converted to faith in Jesus Christ while a student at U.C. Berkeley, where he received his B.A. degree. After completing the credential program at Sacramento State, he served in public and private education as a teacher, principal, and athletic coach, retiring in 2015 after 43 years. The Greens have been members at IBC since 1990, where Chuck has served as a non-staff pastor over multiple years.

Chuck married Jacque in 1976, and God has blessed them with five children and eight grandchildren.

Joe KING

Joe became a Christian during the early nineties through the witness and influence of other Christians who explained the gospel from God’s Word. Joe professed faith in Christ and was baptized, having a sense of guilt and shame in his conscience and convinced that nothing he did could save him or make him right with God. Joe realized that only Jesus Christ and what He accomplished on the cross, suffering God’s just punishment for his sins, would atone for him. Joe became a member of IBC in 1995. Joe served as a deacon from 2001-2017 and became a non-staff pastor in 2017.

Joe and his wife Ana were married in 2007; God has blessed them with two delightful daughters.

Rick Qualls

Born in San Jose, California, Rick was exposed to the good news of Jesus Christ at an early age. It wasn’t until his college years that God gave him a new heart that desires to serve Him.

Rick was married to Caron in 1997, they are blessed with 5 children, moved to the Sacramento area in 2012 and began to attend IBC at that time.
